I’m working on a pattern for legwarmers. When it gets to the “Dec Rnd 2” part, I don’t get what “work to last 3 stitches” means. It doesn’t seem to mean work the cable pattern previously knitted… also, what does “Work even” mean?

Usually when a pattern says work to the last 3 sts, it’s going to tell you how to work those sts. In your pattern, knit the pattern until there are 3sts on the lefthand needle and then SSK, k1 on those last 3sts.
K1, k2 tog, work to last 3 sts, [U]end SSK, k1[/U]
“Work even” means to work as you have been but without uncreases or decreases.

You’re going to do as the pattern says and knit the row until you get to the last 3 stitches of the row. Without seeing the pattern, I’m guessing that this will be some type of decrease such as a knit 2 together. Work even means that you will knit just as the pattern is written without doing any increases or decreases. Work “even” or another term you may see is “work straight” until the directions tell you to do something else. They most likely will give you a row count, stitch count to check your work, or tell you to work your pattern for a certain number of inches until there is a pattern change, something else they want you to do.
