What do these 2 rounds do?

In this sleeve, worked top down, there is a rib cuff for 3 cm and then 2 rounds which I don’t understand the purpose of. Both called “next row”, the first slips alt stitches with yarn in back and the second slips al stitches with yarn in front. What are these for?
Then the italian bind off begins.

Here’s text from the pattern

Change to 3.5 mm needles and work rib (k1, p1) over
3 (3) 4 (4) 4 (4) cm.

Next round: Sl1 purl-wise with yarn behind work,
p1
, repeat from * to * over entire round.
Next round: K1, sl1 purl-wise with yarn in front,
repeat from * to * over entire round.

Now bind off with Italian bind off like this:
Measure a tail approx. 3 times the length of the rib
circumference. Thread tail onto a tapestry needle. First
st should be a knit st.

  1. Insert tapestry needle into the first st on left needle
    as if to purl, pull the yarn through.

The set up rows for the Italian bind off create a bit of a tube. It’s personal preference whether you work those set up rows or not. They’re not necessary and this video for the bind off in the round doesn’t use them. You can always try the bind off with and without on a swatch to see which you prefer.
I don’t use the set ups because I didn’t learn about them until after I’d used this very nice method for k1p1 rib.

Ah, ok, thanks.
I think I’ll skip it. The pocket ribbing has the italian bind off but not these set up rows and the bind off looks fine to me so I’ll just use the same method on the cuffs.
Thanks for the video. I’m actually converting the sleeves to be knit flat so I won’t be able to use that particular method but I used nimble needles video for the pocket rib which helped.
