It looks like an aran weight yarn (about 18sts/4inches) that is brushed to create a bit of halo.
Berroco Vintage is that weight and is nice and soft although not brushed. Another possibility if you want a softer look is to carry a fine mohair yarn along with an aran weight, something like Knit Picks Aloft or a Kid Silk Haze
Maybe Wool Ease? I’ve used it and I think it wanted to do the halo thing. It comes in different weights.

I’d say any Aran yarn that requires the same size needles US 7 - 9 or 4.5 - 5.5mm, should work. You could do a tension square just to make sure. King Cole do some nice variegated aran yarns.
I almost never use the yarn suggested in a pattern but I buy a yarn of the same weight that I like the look of. Some patterns will say how many meters are needed, some don’t. The patterns which only list a number of balls in a certain yarn and not the meterage needed you would need to calculate,ate how many meters and work out how many balls that is for your substitute yarn.
Number of meters per ball times number of balls equals meters needed in the original yarn.
Then number of meters needed divided by how many meters per ball in the substitute yarn equals the number of balls you need.
Oh and do a decent size swatch to check tension gauge and alter needle size if necessary.
