Vogue map of the world neck shaping

Hello, sorry, me again with some questions about the map sweater.

Firstly I’m not sure I fully understand when I should decrease (I’m doing the largest size).

“Bind off 3 stitches once, 2 stitches once, dec 1st row every 4 times.”

So I bind off 3 stitches, purl a row, bind off 2, purl, and then start the decreases?

Also, is there a reason why I need to bind off the 24 stitches? Can I leave them live for my neck band? And one last thing, can I just do this one side at a time?

Yes, bind off 3sts at the beginning of a row at the neck edge, bind off 2 sts at the beginning of the row at the neck edge and then start the decrease of one stitch at the neck edge on every row for 4 rows.
You don’t have to bind off the 24sts at the neck edge you could place them on hold. It can give a bit more structure to the neck if you do bind off then later pick up sts but keeping those 24sts on hold is ok too.
And yes, you can work one side at a time. That’s your choice.

I’ve restarted the front 3 times but I’m sure this one’s the charm. I’ve lost faith in my choice of yarn to be honest. I think I should have tried something with a bit more fluff/bulk to it. Next time!
