Understand a line in a pattern

Hey
Im new to knitting and i am making some bunny baby bootes

In pattern it states

SHAPE HEEL: Next row: Cast on 7 sts,knit to end…20 (24) sts.
Knit 1 row (wrong side).
Inc one st at end (toe edge) of next and foll alt rows until there are 26(30) sts.
Knit 1 row (wrong side).

The only bit im confused is knit to end … 20 (24) sts
do i increase either end to 20 sts?

You start with 13 stitches (smaller size). Then when you get to your section up there, you cast on 7 stitches. Therefore there are 20 stitches then.
