I am knitting the ribbing around a sweater with circular needles and it says to bind off loosely. Do I continue the knit one purl one during the binding off? Also since one side is a little higher than the other when you are knitting with circular needs at the end, what can you do to make sure it ends evenly.

Yes, it looks better to BO in the st pattern, so if it’s ribbing do that. After you BO the last st, I knit a st in the center of the first bound off stitch and bind it off. That evens out the edge and closes up the gap.
An easy way to make sure that you bind off loosely is to bind off with a needle that is one size larger than the needle you have been working with.
