Trying to understand "next row"

Why do some knitting instructions, instead on saying, "Row 1, Row 2, etc. say…"Next row…? Is it any different than the numbered way? It’s somewhat difficult to use a counter this way.
The pattern I’m doing is called “Curled Up in Cables” and can be found in 60 Quick Cowls by Sterling Publishing.

No, I wouldn’t think it would make any difference. Just the way the pattern writer wrote it down. If you read through the pattern and it always says next row you can just put numbers next to that part so it helps with counting. Make sure if it’s done in parts that you number correctly though.
