Trouble reading a pattern. (Bly Cardigan - Berroco Pattern)

For a small bit of context on myself: I’m a crocheter and am used to very specific patterns with details and rows numbered. I learned to knit way before I learned to crochet, but found myself drawn to simple patterns as opposed to going in depth with the craft.

I wanted to knit a cardigan for a friend of mine and mistakenly promised them that I could complete a intermediate pattern when I’m only a beginner. I want to keep the promise, so I was hoping someone could help me clarify a part of the pattern?

The pattern reads:
“Rep Raglan Inc Row every RS row 6(7-7-7-7-7-7) times more, every 4th row 10(8-6-5-3-1-1) times, then every RS row 0(4-9-12-17-21-24) times more – AT THE SAME TIME repeat the Neck Shaping every 4th row 9(10-11-10-11-10-13) times more, then every RS row 8(7-6-9-8-10-7) times more – 248(264-280-308-328-348-372)sts, 39(42-45-49-52-55-58) sts for each front; 48(50-52-58-62-66-72) sts for each sleeve; 74(80-86-94-100-106-112) sts for back]. Work 1 WS row”

Every way I look at this excerpt, I mess up the order, or the instructions overlap and I’m confused as to whether I need to do a Raglan or a Neck shaping on certain rows. (I’m also assuming the working a wrong side (WS) row is in a purl stitch as the cardigan is done to emulate a stockinette stitch, but I’m not sure) Any help is appreciated!

So kind of you to knit a cardigan for a friend.
What is the name and designer of your pattern?
Inc at the Raglan edge on row 1,3,5,7,9,11,13,15 (that’s the initial increase plus 7 more RS row increases).
Then increase on rows 19,23,27,31,35,39,43 and 47.
Then increase on rows 49,51,53 and 55.

Work the Neck shaping on rows 1,5,9,13,17,21,25,29,33,37 and 41 (that’s the initial shaping that is referred to plus 10 more).
Then on rows 43,45,47,49,51,53 and 55.

It helps to write out a table with a column of row numbers, a column for Raglan and a column for Neck. Then you can put x marks on the rows where the increases or shaping occurs for each and check them off as you knit.

The pattern is by Berroco (they make yarn and yarn patterns) but the specific author is Amy Christoffers.
