I am working on a sweater and am knitting the front section up to the neckline and the pattern states:
Leave center 22 sts on holder for front neck
Work on the 43 sts at each side. Work 2tog at neck edge every row for 6 rows.
I am supposed to work 43 sts and then put 22 sts on a holder. Do I the knit 2 tog or do that row or on the next row? Also, I think I need to use an additional skein of yarn to knit the sts on the other side of the neckline? Is this correct?

Yes, work 43sts then place the center 22sts on a holder or scrap yarn. You can work one shoulder at a time or work both at the same time with 2 separate balls of yarn. Working one at a time you would turn and then work 2 together on the next row (that’s the first decrease). Work to the end of row, turn and work across to the neck edge where you decrease again.
If you’re working both at the same time, after the 22sts go on hold, join the second yarn strand and work 2 tog on the second shoulder then work to the end of row, turn and work back to the neck edge where you’ll again work 2 tog. Drop yarn strand 2, pick up strand 1, decrease and work to the end of row. Continue working in this way until you’ve decreased 6 times for each neck edge.

Lovely knitting.
When i work a neck which has some pattern in it (like cables or lace) i try to make the decreases each side on the same row as although 1 row different doesn’t make a lot of difference in knitting, for me it just feels right to have them happen on the same row, more logical and easier to get the cabling right.
In your case it would be
RS work shoulder 1, put sts on hold for neck, work shoulder 2
WS work shoulder 2 and dec at neck, neck sts, dec at neck and work shoulder 1
RS shoulder 1, dec, neck, dec, shoulder 2
WS shoulder 2, dec, neck, dec, shoulder 1
It can still be worked either all of one shoulder then the other, or both at once with 2 balls, the decs happen on the same row with the same bit of cable pattern.
