I am making a sweater for my son. I am on the back panel, and am confused about what it is asking me to do.
“Shape Neck: Next Row (RS): K16(17-18-19), join 2nd ball of yarn and bind off center 11(12-13-14) sts, k to end. Working both sides at once, bind off 3 sts from each neck edge once. Bind off remaining 13(14-15-16) sts each side for shoulders.”
This is the neck part of the back panel I am working on, for his sweater. So far I understand it to say this (Right Side, Knit 18 stitches for his size, join a 2nd ball of yarn if I need it, bind off 3 stitches from the neck edge once. Bind off remaining 15 stitches each side for shoulders. ) So am I supposed to stitch 18, then bind off 13 in the center, then should stitch another 18 on the left side, then I get confused about the bind off 3 stitches from each neck edge?
And if I do that I have 49 stitches cast on, so how do you do 18, on each side for shoulders, then 13 in middle? There are not enough stitches right?

Not ‘if you need’ the 2nd ball of yarn, you will. Each shoulder is going to be worked with its own ball or end of yarn. If you have 49 sts at this point, then that’s exactly right - 18 sts twice plus 13 is 49.
Do the first row exactly as written - k18, take the new yarn end and BO 13, then continuing with that yarn knit the remaining 18 sts. Turn and do the WS over 18 sts, drop the yarn when you get to the neck and pick up the other one, BO 3 sts and finish the row. Turn and work 15 sts to the neck, drop the yarn and pick up the other one, BO 3 and finish the row. You now have 15 sts on each shoulder so, when you turn BO all of them with their own yarn. Or you can do another row of each on the WS and BO on the RS.
Please forgive me I just want to make sure i understand…

After you knit 18sts, bind off the center 13 and knit to the end, you’ll have [I]two[/I] sets of 18sts on the needle separated by the bound off 13sts. You’re going to work the two sides at the same time using the two balls of yarn that you have attached to the needle.

No. At the end of the first row you have 2 sets of 18 sts for each shoulder with 13 sts bound off in the center for the neck - you won’t work on those at all any more.
Then on the next row, the WS, you work over 18 sts on one shoulder then BO 3 sts on the other shoulder and finish the WS row. Turn and work on the 15 sts left on that shoulder, then BO 3 on the other shoulder on the RS and finish that row. Each ‘row’ is split into 2 section divided by the bound off neck stitches.
