Struggling with understanding pattern for neck shaping

I’m trying to understand this pattern on a row by row basis. Can someone let me know if I’m understanding this correctly? Size is the third number in the list

Row 1-4: Decrease one stitch at beginning
Row 5: dec 1
Row 6: dec 1 cast off 3
Row 7: dec 1
Row 8: cast off 3
Row 9-13: normal pattern
Row 14: cast off 4

Not quite.
Dec 1 st at neck edge rows 1, 2, 3, 4, 6, 8, 10
Cast off 3 sts beg rows 2, 4, 6
Cast off 4 sts beg rows 8, 10
Row 11 work straight
Row 12 Cast off remaining 4 stitches
