Sloped Bind off Question

I’m trying to knit one of the super cute tees in last year’s summer issue of Knit Simple. Here are the instructions:

Shape neck and shoulder:
Bind off 5 (5, 5, 6, 6, 6) sts at beg of next 4 rows, 5 (6, 6, 5, 7, 7) at the beg of next two rows, AT THE SAME TIME, using the sloped bind off method, bind off center 10 (12, 15, 15, 16, 18) sts and working both sides at once, bind off 3 sts from each neck edge twice.

My question:

Do I bind off here:

5 (6, 6, 5, 7, 7) at the beg of next two rows

and knit to the end of the row and start the sloped bind off thingy as usual or do I cast off like it says and then turn the work and start the sloped bind off thingy in the middle?

And how do you bind off twice?

BO 3 sts at each neck edge 2 times, that’s the BO twice.

Looks like you would take things in order - BO XX sts at the beg of one row, work to the middle, BO the center sts and work to end of row, then BO at the beg of the row after, work to the middle, drop the yarn strand (somewhere you’re going to need to work with a 2nd strand), pick up one for the other sts and BO 3 at the neck edge and finish the row. Turn and work to the center, drop that strand, pick up the one on the other side of the center sts, BO 3 sts, work to the end of the row. Repeat the last sentence 2 more times.

Thanks for the reply. For some reason this has me really lost. I still don’t understand. Should just frog the whole thing and give all my yarn to somebody more competent.
