So I’ve just this pattern I really like it as it’s hooded as well my questions not keen on the sleeves. I haven’t read through the pattern yet but could I make them long sleeved? Or perhaps like a vest/tank top instead.
Of course you can make it long-sleeved! Just keep knitting until they’re the length you like. You’ll probably need to do some decreases, but you can base those off of another pattern in the same gauge.

Doew this have T-shirt sleeves attached coming from under the cable armhole? Or is that a seperate shirt underneath?
It looks like the armhole is quite low down on the cable vest (to go with the style of top) which might make the sleeve too wide at the top for you. You can check the measurements before you start and make the armhole smaller if needed.
Ah, yes. It’s really clear from the additional photos and the sleeve instruction that the T-shirt length sleeves are included. I think I mis-read the original photo, it’s just the way the fabric folded near the armhole.
You can do either vest type sleeveless or long sleeves. For long sleeves you need more yarn than the pattern states, my estimate would be: amount of yarn for project ÷ 2 × 3 this should give plenty for standard shaped sleeves with some left over. By standard I mean a tapered sleeve, not a big balloon sleeve or very wide cuffed sleeve, you’d want to get more yarn if you wanted those.
You can work out the sleeve stitch count and increases for cuff up sleeves or you could do a top down sleeve if you prefer.
I would begin with the given stitch count for the cuff rib and then just hold it around my wrist and see if it was the right size or not. I’d use the rib (2x2) to help me count how many stitches I’d need for my ideal cuff size. It may need changing, it may not. The “shape sleeve top” cast a cast off of 8 sts, this is the underarm and the part just before has a worked staright section which I’d copy the stitch count of so i could use the same sleeve top shaping as guven in the pattern. Measure from underarm to wrist to get the total length and aim to be at the same stitch count as given for the short sleeve.
There are knitting calculators for sleeve increases if needed.
If you prefer the vest type top you may be able to just add rib to the armholes.
