They do, sort of. Psso means pass slipped st over. In the first row you have SKP, which is slip 1, k1, psso. In the 5th row, you’re doing the same - slip 1 st (in MC), k 1 st (in cc) and pass the slipped st over the knit one. They just wrote it differently because on the one row, the slip and knit sts are in different colors.
