The description in the pattern is certainly not clear. One of the project knitters has kindly left a translation for the picot bind off.
“My re-write of the picot bind off for this pattern is:
k1, put that stitch back on the left-hand needle.
{Working a cable cast on, cast on two stitches; cast off 6 stitches; put stitch remaining on right hand needle onto left hand needle.}
Repeat between curly brackets across.”
