I am working on the right front section of a baby sweater. I need to put 11 stitches on a holder and work the remaining 18 stitches to shape the neck. The yarn stays with the 11 held stitches at the beginning of the row. Do I need to attach a new ball in the middle of the neck to work the remaining 18?

Hi & welcome to KH. Yes, attach a new ball or the other end of the ball you’re using. I prefer not to use both ends myself.
Do I just tie on the new ball since I don’t have another end of yarn to work with?

Just start knitting with the new yarn. The stitches will be loose but you can tighten them up later by pulling on the tail.
