Shape Neckline and Shoulder

I have already done the centre cast off and the two sides are suppose to be complete separately. The confusion seems to be with BO 2 sts at neck edge and for the shoulder BO 5 sts 2 times and 4 sts 1 time beginning of WS. I am reading this to say on first RS BO 2 sts at beginning of row and on WS BO 5 sts at the beginning of row X 2 and BO X 4 sts X 1.
I think I only BO at neck edge ONCE
I have done this once and taken it back. I am guessing it is not suppose to be straight across.
The next part is to do the exact same thing on the other side.
Just get back into knitting and this has me a bit confused.

I bought the pattern. Here are the exact directions for Neckline and Shoulder:
Neckline: on next right side row, BO 20sts then working each side
Working EACH SIDE separately, BO at neck edge 2 sts.
For shoulder: BO at armhole edge (beginning of wrong side rows) every 2 rows: 5 sts X 2; 4 sts X1
Work the other side the same, reversing all shaping

You’re right that this shouldn’t be straight across. BO 20sts and work to the end of the row, turn and work the wrong side row. Turn and BO 2sts at the neck edge, work to the end of the row, turn, BO 5sts at the armhole edge, work to the end of the row and turn. You’re back at the neck edge and a right side row. Work that row, turn, BO 5sts and finish the row. Continue like this working the next shoulder bind off (4sts) at the armhole edge on the next wrong side row.
You should wind up with a stair step of bind offs at the shoulder edge.
