Rowan Minton pattern

I’ve just started to knit a pattern by Rowan. The pattern is Minton


Can anyone make sense of the knitting instructions.
In the photo each cable strand has an open stitch either side.
I cast on 99 sts then knitted R1 (RS) the s1, k1, pssi, yfwd, k2tog makes an open stitch and reduced the sts to 87 .
The pattern the continues R1(WS) and R2 to R6 to form the cable. ‘These 6 rows form the pattern)’. This does not have open stitches either side of the cable.

I can’t see where I’m going wrong.

The pattern has dropped stitches so it may help to look at the end of this section or under Finishing to find the directions for the dropped sts. These sts will be allowed to run or ladder down to the yarn over. The yarn over is probably the stop for the dropped sts.
