Is there a method of knitting the edge of a scarf that will keep the edges from rolling? I have knitted the k1,p1; the garter stitch and both roll.

How many sts did you put at the edges on the scarf? Or you do you mean you knit the whole scarf in rib/seed st or garter and it still rolls? If it’s just the edges on a stockinette scarf, you may need to do about 5 sts in another st. If it’s not stockinette, then either it’s really narrow, or you twist your sts from wrapping backwards.
The pattern gives four stitches on each side for the border, if using a garter stitch, then change to a purl stitch is that the reason it rolls?
Seed stitch makes a really nice edge, but I like to do at least 2-3 inches of it. It’s k1p1 all across a row, then p1k1 on the next row (so you’re knitting the purls and purling the knits). Some yarns need more edging than others, to lay flat.
Garter stitch, knit every st on all rows, shouldn’t roll. Stockinette is knit one row, purl one row alternately and that does curl up which is why you should knit an edge st that’s different, either seed or garter. I wouldn’t go to 2-3" but at least 1" can help, which may be 5 or 6 sts. If your yarn is wool, it may block a little flatter, but acrylic might not; you have to steam acrylic to make it limp and even then it may not prevent rolling up.
I found 7 or 8 sts in garter on each edge does the trick. Here’s my first one:
