Ribbing Not Complete Across Row - Help?

I’m working on a pattern that leaves out all explanations.
I currently have 61 stitches on the needles and I’m doing this ribbing:

row 1: k3, (p1, k3) to end
row 2: p3, (k1, p3) to end

I’m doing this for 14 rows, but my issue is that the rib doesn’t “complete” to the end of the row. I’m already 10 rows in, and what I’ve been doing is just a knit stitch at the end - regardless of where I am in the rib repeat.

Am I missing something? Is ribbing supposed to take into account the # of stitches on the row and come out even each time?

It does sound like you’re not supposed to have 61 stitches. It would be more logical to have either 59 or 63 ( a multiple of four, plus three more).

What were the instructions for casting on? Were you supposed to work any increases or decreases?

If it’s something that’s seamed, maybe they threw in two extra stitches to allow for a seam allowance.

The pattern will require seaming (it’s a toddler jumper and the front and back are knit the same - flared body decreasing up to the bodice where the 3x1 rib is). I’ll go with the idea that the knit stitches on the end will make for easier seaming…which I completely dread by the way…but that’s a stitch for another day.
