I have started with a pullover patttern. The whole pullover is worked in ribbed stitches (k2,p2). When I get to the part where you start shaping the garland, the pattern says decrease at end of every alternate row. If I do however decrease on every alternate row, the decrease is only from one side and does not shape ragland. Can this be an error in the pattern or do I understand it incorrectly?

I think you are misunderstanding the instructions.
Decrease every other row. Obviously you have to do it at both ends.
I’ve only done raglan top down in the round but every other row is the standard rate.
