This pattern is call Crochet Solid Granny Square–5 rounds by Teresa Richardson at crochet greek

I think there is an error in Round 3…

Round 3: CH 3, 1 DC in same CH space. 1 DC in ea of the next 7 DC, *2 DC, CH 2, 2 DC in the next CH 2 SP. 1 DC in ea of the next 3 DC, Complete 7 times total from *, 2 DC in beginning CH, CH 1, SC in beginning chain to join.

Is this how it is suppose to be written?..

I think so. The reversed 3 and 7 is just a typo. It’s common sense you have two double crochets (the ch3 makes the first one, of course) , two chains and two more dc in each corner space, and you dc in all the dc otherwise.
