I’m currently kntting my first hat on DPN’s and as the hat is growing, it is pointing up towards me. with the RS facing the outisde. is this normal? should i push the part that is finished down and have the WS facing out?

You’re doing it right.
It sounds like you’re working on the wrong side of the circle.
It’s no big deal. Whatever works for you is correct for you.
Eventually gravity will pull the finished part down.
It’s natural for me to work on the “correct” side of the circle but I don’t worry about which way the work is coming out until there is enough weight there to hold it down.

The work is coming out below and working yarn is on the near side of the circle (not in the picture but it’s on the right needle when facing the “correct” side) and the RS is facing out.
I still stand behind what I said, you are doing it a very standard way. There are others who do it differently, but doing it with the right side out enables you to see any patterns develop and I am working on the near side of the circle. As I work I tip it up so that where I am working is at the top, but if I hold the hat as it will be worn I am on the near side of the circle and the work develops toward me right side out.
Here is a picture of the way I do it on double points. The needles are on top just like this picture and the work comes out toward my lap. You can see that they are working on the near side of the circle and the back side of the work is forming inside (where it belongs ). This picture is taken from Wikipedia under circular knitting.
Why does that happen? I mean the different ways that it points? In my hat I used long tail cast on…and then started knitting right away…is that why the WS pointed outwards?

If not there’s probably no harm in it. There’s all kinds of ways to knit and they all work.
If you started “right” and now are “wrong” you had to have turned somewhere along the way.
MerigoldinWA, the picture you gave is the same as the picture of the socks I gave and the same as these socks. The picture from lactosefree just had the socks turned but the yarn is coming off the right needle if they were turned back on the close side.

The CO doesn’t matter; it’s how you hold your needles. You may be holding them with the tips pointing up or away from you while knitting with the RS facing out. That’s okay and happens a lot the first few inches. As the item grows, the weight will pull it down. It’s nothing you need to worry about, we all hold the needles differently.
I just finished my hat and it came out alright, but this week i’m gonna try to make another one, or maybe a few. If I can, I will try to take a picture so we can figure this mystery out!

It worked out in the end just like yours did so I’m not going to worry about it, I’ll just look silly KIP & that I dont mind.
I wouldn’t worry about that either. Most won’t know and the knitting snobs would complain if you did anything different than they do.
Come up with a fancy name for it like Pacific Islander Circular Knitting and you’ll be the new rage.
Hah. I’m probably going to call that my Pacific Islander Knitting Technique. Pass the word, it might catch on!
