Please help me figure this out

Hi. please bear with me. I am a beginner knitter. Thank you in advance for your help and tolerance for my lack of knitting acumen.
Trying to follow a pattern for booties. Here is the link for what it’s supposed to look like.

Following are the first two rows :
Cast on 64 sts.
1st row: k3, cast off 4 sts, k4, cast off 4 sts, repeat from * to last 2 sts, k2.
36 sts.
I can’t for the life of me figure out after knitting first 3 sts from left needle to right needle, am I supposed to cast off next 4 sts on the left needle? If yes, how do I do that ? Do I knit the 4th and 5th sts to the right needle, then
Bind off the 4th in right needle?
Or am I supposed to cast off the 3 sts from the right needle? If so, how do I do that? Do I knit the 4th st from left needle onto right needle and then bind off the 3rd st?
Sorry but I am thoroughly confused.
Tried to do this multiple ways, but it looks nothing like the picot edge it is supposed to look like.
Not sure what I am missing. I have knit the picot edge before, but it was a different pattern and the instructions were very different from these one above.
Please help me understand this.

Sorry. For some reason it didn’t allow me to use the asterisk. The first asterisk is before the k4 and the second asterisk is after the cast off 4 sts.
So it should read * k4, cast off 4 sts* , repeat from * till last 2 sts, k2.

(Hope it doesn’t delete the asterisk this time)

The pattern isn’t telling you but it is accounting for the process of casting off. It takes 5sts to bind off 4sts.
Knit 3 then knit 2 more and lift the first of the 2 over the 2nd and off the right needle. Keep repeating this process until 4 sts have been lifted over and off. That will leave one additional stitch on the right hand needle along with the original 3sts.
Now knit 4 more sts from the left needle to the right. Then knit 2 more and repeat the bind off process.
The repeat between the asterisks will total 4sts bound off times 6. There is an additional bind off of 4 before the repeat so 7x4sts=28sts bound off. Starting at 64sts that leaves 36sts total remaining on the right needle.
Maybe the instructions for the next row will make this look more like a picot edge. At the moment it will look like a group of sts separated by gaps.

Thank you so much Salmonmac for that explanation. DUH. I feel so stupid now for not figuring out myself. But it was your clear precise explanation that did the trick. For the life of me I wasn’t sure if the cast on was on left needle after the k3 or on right needle. And I tried it multiple times but ended up with the wrong number of stitches at the end of the row.

It’s definitely not clear from the pattern instructions. No wonder you were confused. Glad you’ve got it working now. We’re your backup whenever. Have fun working these bootees!
