The part you indicate with an arrow, this is all 1 row.

There are 3 sts and an increase before the asterisk and then you follow the instruction inside the asterisk 4 times which deals with the 4 raglan lines. Then there are a few more stitches to work before the new cast on stitches are added.
At the end of this section you will have the work joined in the round and I suggest you mark the beginning of the round with a marker of a different colour or type to the raglan markers.
