Pattern marker placement confusion.

Hi there,
I have started a mitten pattern and am getting there, but this part of the pattern has me rather stumped.

Knit 9 more rows in Garter Stitch
For left thumb, put a marker in the 6th stitch to indicate the thumb
For the right thumb, put a marker in the 8th stitch.
Knit 1 row increasing 1 stitch on either side of stitch marker (18 sts)

When and where do I put the marker? On the 9th row of garter after the 8th stitch?
When the 9 rows of garter have been done,
I am back with the right side facing me.

When it says for the increase either side, Was the marker supposed to be added prior or at this row?

Any help is greatly appreciated.

Welcome!
Knit the 9 rows. Now put the marker on stitch number 6 for the left thumb or on stitch number 8 for the right thumb. The marker actually goes on that stitch, not after the stitch. it can be a safety pin or a loop of scrap yarn.
Now knit row 10 with the increases on either side of the marked stitch.
