I can get through the setup and have 11 sts on my needles.

Section One
I understand that I have to increase one on the RS rows.
I never seem to have 21 sts by the time I get to row 21.
Then I have to take the whole pattern apart.
As many times as I have restarted Section One my sts never add up. So I can never start Row 21.

How many sts do you have at the end of this section?

The pattern adds up.
Rows 1-8 4sts inc
repeat of Rows 1-8 4sts inc
repeat of Rows 1-4 2sts inc
That’s a total of 10sts increased.

Maybe it would help to place a marker in the knit fabric at the beginning of the RS row as a reminder to work the increase?
What increase are you using?

Actually I was getting tripped up on

Row:6 as I could not get it to work.

Then

Rows 7&8: Repeat Rows 3&4. [1 st inc’d]

Not understanding that Rows 7&8 are actually Rows 3&4.

Still can’t get Row 6 to end on a K1, sl 3 waif

Yes, rows 7 & 8 are repeats of rows 3 & 4.
Row 6 starts with 14sts (11 plus increases on row 1,3 and 5). Then for Row 6, k4, work 6sts of the (sl 1 wyif, k1) repeat and then you should be at the last 4sts, k1, sl 3 wyif.

Row 6 (I have 14 sts on my needles)

Then k4,

5 sl

6 k

7 sl

8 k

9 sl

10 k

1 1 sl **** ( suppose to k)

(12, 13, 14 sl)

Then k4,

5 sl

6 k

7 sl

8 k

9 sl

10 k

11 This is a knit stitch

(12, 13, 14 sl)

I’m finally at the Bind off. I do not want to mess it up.

I need help understanding the bind off instructions.
Not sure what it all means.
Especially sl 3 sts back to (LHN)??

Knit 2, knit 2 together in the first colour - you now have 3 stitches on the right hand needle, so slip those back onto the other needle and change colour. Knit 2, knit 2 together with the new colour, then slip those 3 stitches back onto the other needle.
Repeat until 3 stitches remain total, then lift those 2 stitches over the 1st to fasten off.

Yes, this is I-cord bind off and it creates a very neat edge.

This video uses a ssk but the k2tog-tbl is neater.
