Need help with a pattern please

Hi, I’m a relatively new knitter (veteran crocheter) & I’m having problems with the following pattern:

I’ve gotten all the way to Bottom Yoke & Sleeve Finishing, where the instructions read:

Beg at scalloped bottom edge of right back placket opening pu 1 st, pass 1st st over 2nd st 4 times evenly in rows along right back placket; with the last “pu, pass 1st st over 2nd st” occurring on the RS in the first cast on st below a k st.
With last st rem on needle, pick up 1 st in each cast on st along bottom inserting needle from RS to WS wyib in each of next 3 (3, 4, 4, 4) k sts, *pu 1 st in each of the next 9 p sts, pu 1 st in each of the next 7 (7, 9, 9, 9) k sts; rep from * 8 times; pu 1 st in each of the next 9 p sts; pu 1 st in each of the next 4 (4, 5, 5, 5) k sts—161 (161, 181, 181, 181) sts picked up (1 st rem on right neck after back placket bind off).
Bind off Leaf Scallops and Sleeve Openings (while holding upper bodice sts on needle which will be Kitchener stitched to lower bodice when finished).

Wooh, so I know that’s a lot. Currently I have one stitch left on my needle from binding off the 15 stitches of the right placket without tying off and I’m at the scalloped bottom edge of the right placket… I need help on how to proceed onto this next part of the instructions… I assume I’m picking up 7 more stitches along the way back up the right placket passing the second over the first like it says, but that leaves me at the cast OFF edge, not the cast ON edge… Plus I’m sort of confused why it says evenly in ‘rows’ I don’t see how I’d have more than one ‘row’…

If no one is sure what I should do next, can I ask a question about this:

Bind off 15 (17, 19, 21, 25) sts in knit. Do not tie off.

Should I leave the last stitch on the needle before continuing onto the next start, or cut the yarn and just not pull it tight?
