Yes, it’s short rows. You’ll only knit part of the stitches on the needle and leave the rest unworked. You turn the work around to the wrong side. I’m assuming this is a purl row. Normally your yarn would be in the front of the work for this. You will put it in the back. You will slip the first stitch. If your directions don’t say to slip it like you would for a purl stitch, you will slip it like you would for a knit stitch. You didn’t give the rest of the pattern, but I think it’s some sort of a wrap. The short row video will show you how to do this technique.
