Knitting on Right Side/Wrong Side

I’m reading the pattern below, to be worked on circular needles, and am confused with what the right side/wrong sides mean. I had these questions:

  1. When it says “noting first row is wrong side” does that mean the side facing me is wrong side? Or is it the side facing down/not the side I am looking at?

  2. For 1st row, it indicates that I should be starting on the right side, correct? Assuming the side facing me is wrong side, do I flip my work over to the “right side” to begin the first row and continue the rest of the blanket on the “right side”?

  3. How do I cast off on the wrong side? Do I flip it back over again to cast off on the “wrong side” (so the side that was originally facing me)?

This is the pattern:
Cast on 115 sts. Do not join. Working back and forth across needle in rows, proceed
as follows:
Knit 5 rows (garter st), noting first row is WS.
1st row: (RS). *K3. Sl1P. Rep from * to last 3 sts. K3.
2nd row: *K3. Sl1Pwyif. Rep from * to last 3 sts. K3.
3rd row: As 1st row.
4th row: *K3. P1. Rep from * to last 3 sts. K3.
Rep last 4 rows for Slip St Pat until Blanket measures approx 59" [150 cm], ending on a
1st or 3rd row of pat.
Knit 4 rows (garter st). Cast off knitwise (WS).

The side facing you (side 1) is the WS. When you knit across side 1 and turn the next row will be a RS row. Put a pin or marker of some kind into that RS row as an aid to remembering which is the RS of the piece.
When you finish the 5th row of the 5 garter stitch rows, turn. The next row is the first row of the pattern and a RS row. The odd number rows will be RS rows. You will work alternating RS, WS rows as you work the pattern. If you forget which side is which, you have the marker always there as a reminder of which is the RS.
At the end, work 4 rows garter then cast off. Again, the marker will tell you which is the RS and therefore which is the WS.
