I jumped on the bandwagon and am knitting that “Quickie baby sweater”
So on Row 9 where it says “Insert needle under next horizontal loop below (between stitches) and knit this stitch”, what does it mean?
I have three different theories.

I think that Amy has a video that described that stitch. She refers to it as a decorative increase.
Put your cursor over “Basic Techniques” at the top of this page, then click “Increase”. On that page, scroll down, and click on “Decorative Increase” on the bottom right. You’ll need to click either the pink or the blue button, depending on whether you knit Continental (pink) or English (blue).
