Is it the “…insert needle between the 6th and 7th st on left hand needle…” that is your question?
It’s similar to this stitch. Instead of dropping down several rows, you’ll be inserting the needle between sts currently on the left hand needle.
Work this loosely so the knit fabric doesn’t pucker. If your question is something else, just let us know.

Maybe this one. If so, it’s a smocking stitch. It’s as shown here at least for the initial pull through of the yarn loop. Your pattern has you leave the loop on the right hand needle and continue on with the rib. Perhaps the next row has you deal with the extra stitch created by the loop. (In the video the loop is knit together with the next stitch on the left needle but that isn’t what your patter is asking for.)
