Knitting a teddy: cast on 8 stitches at the beginning of each side

Hi again!

So I’m knitting along, finally understanding how to ‘knit across both legs’ (thanks to suzeeq!) and now they want me to cast on 8 stitches at the beginning of each side.
How might I do this?
I suppose maybe I’m just confused by the wording.

Do I just cast on 8 stitches at the beginning of my knitting, knit along until I get to the end then cast on 8 more stitches and continue knitting happily?

you would cast on 8 knit to the end of the row then turn your work as normal for the end of a row and cast on another 8 before knitting to the end again.
