Knitting a stuffed animal on tiny DPNs..

I am following this free knitting pattern. I’ve gotten to this portion:

Put the 12 most recently worked sts on one DPN and the other 12 sts on a spare needle/holder.

The sts on the DPN will be used to create the lower portion of the tail feathers.

The tail is knit straight in two portions: top and bottom.

Starting with the bottom portion, on the same side of the belly, work the following rows in grey:

Row 1. K all sts.

I am so confused! If I use the most recently worked 12 stitches, I will also be knitting stitches from the side of the pigeon (but the pattern denotes it should be “the same side of the belly”/eg the front of the pigeon?)

Moreover, I don’t know how I would immediately knit the most recently worked stitches without cutting the yarn (because otherwise my first row should be purling) ?

You’ve just finished a section of short rows :
Rnd 28. K6, turn without wrapping the next st, P12, turn without wrapping the next st, K6.

If you end with k6 then continue to knit the next 6sts (that’s the first knit row of the tail). That will be the 12sts forming the bottom portion of the tail (the sts you have highlighted in pink and labeled “belly”).
