Interpreting Dahlia sweater pattern

To any of the gracious ladies out there willing to help me, thank you in advance. I got the sweater pattern from http://knitty.com/ISSUEwinter07/PATTdahlia.html. I am having trouble how to do Row 2.

Using US #8/5mm circular needle, CO 63 sts. Do not join work.

Set-Up Row [RS]: K1, place marker, [k1, m1] 14 times, place marker, k33, place marker, [k1, m1] 14 times, place marker, k1.
91 sts.

Odd-Numbered Rows 1-5 [WS]: P all sts.

When working on row 2, do I K1, RLI, K(again before LLI?),then LLI?

Yes, on row 2 you want to k1, RL1, slip marker, k1 and use that stitch for the LL1. Then the same increase repeats on either side of the next 3 markers. This gives you a line of increases with a tiny lacey hole down the center line rather than the usual raglan increase with a double row of knit sts down the center. It fits with the nature of the pattern which is very pretty and looks like fun to knit.

Row 2 [RS]: [K to marker, RLI, slip marker, LLI] 4 times, k to end.
Row 4 [RS]: Work as for Row 2.

When working on row 2, do I K1, RLI, K(again before LLI?),then LLI?

*Why would you K again before the LLI? There is no instruction to do so. Simply,
(K to the marker, RLI, SM, LLI) x4, Knit to the end

RK, I think it’s simply completing the st after the marker that was increased into for the RL1. Knit it and then you have a st available for the LL1.

Yes you do the RLI in the st below the one you just knit and the LLI in the st below the next one on your left needle.
