I'm so confused on this pattern---help

I am knittingAlpine and I have made it down through the [B]LEFT FRONT[/B]to the [B]Shape Armhole and Neck[/B] I have put the “note” instructions referred to below these instructions

Here are the instructions:
[I]Note[/I]: From here you will be decreasing at both armhole and neck edges at the same time (See [U]note[/U] for back armholes—please see the bold print at bottom of this post).

[I]Shape Armhole and Neck[/I]: Next Row (RS): Bind off 3(4-5-6-7-8) sts, work to end – 23(26-29-32-34-37) sts.

[I]Following Row[/I]: Bind off 4 sts, work to end – 19(22-25-28-30-33) sts. Bind off 2(3-4-4-5-6) sts at armhole edge once, 0(2-2-3-3-3) sts once, then dec 1 st at armhole edge same as back every RS row twice. AT THE SAME TIME, bind off 3 sts at neck edge once, 2 sts once, then dec 1 st at neck edge every RS row 6 times. When all decs have been completed, work even on 4(4-6-8-9-11) sts until armhole measures 7 1/2(7 1/2-8-8 1/2-9-9)”, end on WS. Bind off.

[B]Note for Back Armholes: When decreasing 1 st at beg and end of RS rows, k2, SSK, k to last 4 sts, k2 tog, k2.[/B]

Now here are my questions:
Question 1: I am making the smallest size, so when it says for the Shape Armhole and Neck instructions to “Bind off 3 and work to the end” does that “work to end” mean to do stockinette stitch?

Ques 2: I am just totally confused on the [I]Following Row[/I] Instructions. I will try to explain a little further where I am getting confused:
When it says “Bind off 2(3-4-4-5-6) sts at armhole edge once, 0(2-2-3-3-3) sts once, then dec 1 st at armhole edge same as back every RS row twice” does that mean I am only going to Bind off 2 at the armhole edge one time and then decrease one stitch at the armhole edge according to the instructions in “Note for Back Armhole”

Also, when it says "AT THE SAME TIME, bind off 3 sts at neck edge once, 2 sts once, then dec 1 st at neck edge every RS row 6 times. ", am I going to bind off 3 stitches and work to the end and then when I turn the knitting over, will I bind off 2 stitches and then start the decreasing every RS row?

If someone wants to write this section in English for me, they can if they want :mrgreen:

Ok whats happinin here is you are working both armhole and neck edge at the same time. when a pattern states you “work to the end”, it means you just continue the stitch pattern you were working. They are just throwing in some shaping stitches. Its cool. you can do this. sometimes all you have to do is trust the pattern. Alot of times, you wont know what the heck you are doing till you actually are doing it. Then comes the “AH-HA” moment. ( i LOVE those!!)
