The whole row is probably:

You want to increase before and after the marker, as Jan mentioned. This makes the line of raglan increases that you see at each shoulder. The row should have a total of 8 increases when you’ve finished it.
When a pattern says: repeat between the *, it means go back to the first " and repeat just those steps however many times the pattern calls for. In your pattern that would be [U]KFB, SM, KFB, knit to one stitch before the next marker[/U], repeated twice. Then you go on to the next direction in the row.
It says “KFB,SM,KFB,” so you do kfb twice, once before and after the marker. Then knit to the stitch before the next marker and do the same. Keep repeating that as you knit to the end of the row. You will have done kfb 8 times for 8 increased stitches. The next row is a purl row.
