How to do ruffles in the round

I"m knitting a skirt for my toddler. I’m almost done and want to finish it with ruffles. However I’m knitting this in the round and am not sure how to do it.

Here’s a pattern for a scarf with a ruffled edge made by alternating rows of k1, kfb with purl rows (or all knit rows if you like if you’re knitting in the round). The ruffle could work for the skirt and you can continue it as long as you like and for as many sts as you like.
