How to cast on sts at beg of next rows

The pattern I am making says to “cast on 5 sts at beg of next 8 rows”. I am unsure how to cast onto a piece that has 32 rows already in stockinete stitch.
I hope someone can easily offer advice or offer a reference to a video showing how to do this?
