I made a Doctor #4 scarf and I followed the original 1974 BBC instructions, but it didn't look as long as it did on the show, so I discovered a web site that said that I was only HALF way done! I did some more and finished, but discovered that it stretches out as you wear it, plus it's WAY too long and heavy to wear as is.
Please HELP.

I guess you mean Dr. Who scarf? It sounds like it’s too long and you want to make it shorter by removing rows? It’s a narrow scarf so it should be fairly easy to do. Here’s how to take out the bind off. Once you get the bind off removed you can take out the needles and just unravel till you get it about as long as you want. Then insert needles and bind off again.
Oh also…what did you write your original post on? I’ve never seen it look like that.
I have already finished it and put the tassels on, the needles are done

I don’t want to unravel the whole thing, I want to split it into 2 scarves. I am fairly new to knitting so I need all the help I can get.
I’m not sure I understand. You want to unravel to the halfway point and then bind off and start a new one? If you are looking to actually just split the scarf into two halves you’d have to cut it (aka steek).
I want to cut it in half and bind off both ends and make 2 separate ones. I had accidentally made it double the size I needed it to be. It’s 16 feet long
You could also try this. Instead of picking up only on one side of the snip, you would pick up on both sides. Then you could use fresh yarn to bind off or tink (unknit) back a row or two and bind off.
That’s a great idea, @salmonmac! Much less traumatic than steeking especially with non wool yarn.
