I want to put a band of cables across the back of my sweater, and have an I-chord belt come from the edge of that pattern
maybe I will do something else

Um…I’m not sure what you are asking for here…
instead of a pattern that goes up the column of stitches like
S
S
S
S
I want one that goes along the row
SSSSS or ~~~~~~~
is that more clear?

Sideways cables… I don’t think so, unless you knit that part separately and picked up stitches along the edges for above and below that.
I guess I was confused because you then said maybe you’d knit something else so I wasn’t sure if you had changed your mind or what.
If you do sideways cables you do have to pick up stitches as far as I know.
I just remembered, there is a way, like the Tangled Yoke Cardigan in Interweave Knits. Though I don’t know if it’ll give you the same effect you want.
yeah, I was hoping there might be a way
you all know I M not scared to try odd stuff, thought someone had figured a way, guess I will have to to a closed ring and augment the pattern a bit

Go look up Eunny Jang’s blog, I think it’s an entry called deconstructing a cable where she talks about how she designed the Tangled Yoke sweater and figured out how to make the cable.
I found these patterns w/horizontal cables, but they are knit normally, then stitches picked up on the edge.
