Help with w and t rows

I am knitting an Octopus for my granddaughter. I think Ive overthought the w & t section. The pattern reads like this:
Row 2 k36 w and t.
Row 3 knit to end.
My question is once I’ve k36 then w&t is that the end of row 2 and am I then immediately onto row 3 or is row 2 k36 w&t and knit to end of that row then row 3 starts when all stitches are on one needle? I hope this makes sense!? Thank you in advance x

I hate instructions for short rows because it seems impossible to make them clear. Here’s my take -

What pattern are you using? I’d love to see it. I’ve been thinking of doing an octopus.
