I am knitting a Wasabi cardigan(Erica Knight) which has a contrast band.
It says to cast on 12 one colour B, then 60 of the main colour A. If you start P2 then the last 2 stitches of 60 (A) will be Knit 2.
For row 2, the main colour A starts Knit 2, which would not create a rib.
Also, row 1 ends K2 - then row 2 is K1,P1. Maybe that is to make a firmer edge?

Are you skipping over the directions with a 0 for your size? If so Row 1 in color A should begin with K2 and end with P2. Then work in color B.
For Row 2, begin with color B and when you change to color A, start with K2 then P2 and repeat (K2, P2) to the end of row. This will give you the rib pattern. Again you are skipping over the directions with a 0. Anytime there is a 0, x or dash for your size, skip that direction and go directly to the next.
Yes, the color B rib has a garter stitch edge (knit the edge stitch on every row) for a decorative edge.
