Help with elann pattern

hello I am starting a new pattern at elann.com the pattern is called linie 118- vision strapless sweater (under free pattern@ http://secure.elann.com/ShowFreePattern.asp?Id=80024

my question is Border patt: on size 9 needles alt K2, p1. on the return rows k these sts tbl. Does that mean to stitch ever sts through the back loop or only the k2 or p1

next question : basic patt: on size 10 1/2 needles alt k8 p1. on return rows work sts as set. — What does work sts as set mean?

The pattern seems to say to knit all the stitches tbl–it probably makes the ribbing nice and tight.

“As set” means to keep working the k8 p1 ribbing (k1, p8 on the back)
