Help trying to understand a pattern

I’ve just started knitting the penobscot silk scarf from interweave knits, and i’m a complete novice at understanding patterns. i don’t quite understand what this means:

Loosely CO 33 sts. Working first and last st of every row in garter
st (knit every row) for edge sts, work 7 rows even in St st, beg
and ending with a RS row.

I see that i cast on 33 stitches, and then somehow do garter stitch and stockinette stick how does this work? does this mean that for the beginning and end of each row to knit them no matter what?

Yes. You would always knit 1st and last stitch and in between you would alternate knit one row and purl one row for 7 rows ending with a knit row.
