Help shaping neck, im a beginner

Hey everyone!
I’m knitting my first sweater and i’m having some trouble understanding the neck shaping section. Im doing the Caron Adult Knit Crew Neck Pullover from yarnspirations, it goes:

All sizes: Shape neck: 1st row:
(RS). K2. ssk. K10. K2tog (neck edge). Turn. Leave rem sts on a spare needle.
2nd row: Purl.
Dec 1 st at neck edge on next and alt rows, AT SAME TIME, dec 1 st at raglan edge (as before) on next and alt rows until there are 4 sts.
Next row: (WS). Purl.
Next row: ssk. K2tog. 2 sts. Next row: P2.
Next row: K2tog. Fasten off.

I’ve done the first two rows but i’m confused, which is the neck edge? Those couple of rows or the remaining stitches on the spare needle? And am I supposed to decrease 1 on all rows and both needles?

English is my second language so i hope you can understand me.

When you work the first row, mark the neck edge with a pin or stitch marker or piece of scrap yarn.
“1st row : (RS). K2. ssk. K10. K2tog (neck edge). Turn. Leave rem sts on a spare needle.”

Ignore the sts on the spare needle for now. For now you’re working one shoulder only. The center neck sts and the other shoulder will come later.
Decrease at the neck edge and at the raglan (sleeve) edge on rows 3,5,7,9 and so on until there are 4sts…
