Attached is a pattern for a bear I want to try.
I’m really confused on the back of the jacket section.
It states that I have to:” Shape left shoulder: Next row Rejoin yarn to neck edge and dec 1 st at beg of row.”
What do I rejoin the yarn to as there will be no stitches on my needles and I have not been instructed to hold any stitches anywhere?
Any help is appreciated.

You should have 11 stitches still in the needle.
Just prior to this, row 27 shape back neck, k11, cast off 4, k11
Then the same 11 are worked for the first shoulder.
The second shoulder is made with the other 11 stitches still on the needle, on the other side of the 4sts cast off for the neck hole.
