Green Gables sweater

Has anyone made this? I’m at the part where you take the sleeve part and put it on waste yarn, but I have more stitches (I think) than they suggest.

Can anyone help me? Are there extra arm stitches left on the needle when you place the 53 stitches on waste yarn?
