What is the name of your pattern and designer? Which size are you making?
This video shows the pick up and knit of sts up the front, around the neck and down the front of a cardigan. It helps to add markers at the halfway and quarterway along the fronts in order to pick up close to the required number.
Then you work the rows as given making increases and turning where the pattern says to turn. This latter is short row shaping for the collar. Turn as you would at the end of a row and work back the given number of sts then turn again according to the pattern rows.
It’s helpful to avoid holes if you use a method like wrap and turn or German short rows.
The cast offs and cast ons later in the border are for buttonholes.

I have picked up the stitches i am doing the 2nd size. The next row say to knit 158st k2 inc in the next st 7 times then do i need to knit 158sts before commencing on the 1st row
Yes, you’ll knit another 158 stitches, for a total of 346. The first 158 takes you up the Right front edge, the increase section will be the back of the neck, then the second 158 takes you down the Left front edge.
The 1st Row will take you up that edge and across the neck. The next several (40+) rows are the short-row shaping for the collar, finishing the shaping by going down the Left front edge.
It can be helpful to highlight or circle the directions for the size you are making.
