Welcome to KH!
This pattern seems a bit confusing, so no wonder you’re having problems. The idea is to work the 2 shoulders at the same time with 2 balls of yarn. You could of course, work them one at a time but doing them this way ensures that they’ll be even.

For row 1 (size 2) With yarn strand #1, work across 18 sts (shoulder #1), slip the next 20 onto a holder or scrap yarn and with a second yarn strand, work across the rest of the row (shoulder #2).
Row 2, Work across shoulder 2 to the last 2 sts before the held sts, k2tog. Drop yarn #2, pick up yarn #1 and slip1 as if to knit, k1, PSSO, finish the row.
Repeat rows 1 and 2 working each shoulder with its own strand of yarn until you have 12 sts. You’ll always be making the decreases at the neck edge, the edge nearest the gap created by the held sts. The yarn strands will never cross over the opening for the neck.

Thank you so much! I really appreciate it. So I did row 1 work across 18 sts, slip next 20 onto a stitch holder. I’m still confused. I’m not even sure how to ask the question. On shoulder 2, how do I even knit across if if I have 1 needle 0n shoulder 1 and the other needle on shoulder 2? Do I need a 3rd needle? I think once I get past this, I will be ok. I hope!! Thanks again

OK, stretch the right hand needle over to meet the left hand needle and start knitting with a new ball or new end of yarn. Leave about a 6" tail to weave in later. The first few sts may seem a bit loose but you can always snug them up later.

You should have enough space to use the right hand needle but if you don’t have enough play because of the solid stitch holder, transfer the sts to some waste yarn. Do this by threading a tapestry needle with waste yarn and threading it through the sts, then tie a knot in the waste yarn so the sts can’t fall off.

You are the best! Thank you and stay healthy!!

Anytime! We’d love to see a photo especially modeled by your dog when you finish. Enjoy working it and yes, stay well.
